ZONING & DEVELOPMENT

Groundwork: Why It Matters

Clear, thoughtful zoning laws are the foundation of a thriving community. They shape how our neighborhoods look, how businesses grow, and how residents experience daily life in Mountain View. Unfortunately, our current zoning code—Chapter 16—is duplicative, confusing, and difficult to follow. This creates frustration for residents, businesses, developers, and staff alike, and it leaves our town vulnerable to development that may not reflect our shared values.

Promises Made, Promises Kept

When I first ran for Mayor, I promised to bring professionalism and integrity to how we govern. While we have not yet undertaken a full rewrite of the zoning code, we did begin the groundwork by:

  • Updating our Comprehensive Master Plan, which sets the broader vision for future development.
  • Ensuring Council discussions about zoning changes are open, transparent, and free from conflicts of interest.
  • Committing to a process where residents are invited to weigh in early and often, so zoning reflects the community’s vision.

Looking Ahead

The real work still lies ahead—and it cannot wait. If re-elected, I will:

  • Lead the effort to rewrite the entire zoning code (Chapter 16) so it is clear, consistent, and easy to follow.
  • Ensure that zoning for commercial property invites the kinds of businesses our residents want, strengthening our local economy while preserving our small-town character.
  • Insist that Council takes responsibility at every step, so decisions are made with integrity and transparency.
  • Make sure that conversations with residents are handled impeccably, so the community never loses faith in its leaders.

The future of Mountain View’s development should reflect a shared community vision—and zoning reform is how we make that vision real.

Gratitude for Our Neighbors

I’m grateful for past mayors, especially Mayor Glenn Levy, Mayor Jeff Kiddie, and Mayor Betty Van Harte. who came before me and worked to help develop our Town, even in days of less resources. And to the residents who’ve already shared their thoughts on development and community values. Your input has shaped our Comprehensive Master Plan, and it will guide us as we take the next step: crafting zoning laws that truly serve Mountain View’s future. Together, we can build a town that is thoughtful, welcoming, and exactly the kind of community we want to call home.
